The location and size of the construction site for the administrative center are strongly influenced by previous decisions made regarding the surrounding area. The design aims to seize the opportunities presented by this starting point and to create a citizen center that establishes a strong identity by spatially and visually linking it with the adjacent classical city structure. The expanded town hall square builds on the qualities of the marketplace. The result is an administrative center that provides added value to the urban community and creates a new place of identification for the city of Kehl, both spatially and symbolically.

 

The administrative center — a complex constructed primarily of wood — is divided into a taller building section and a three-story base structure. As a complement to the existing development, a three-story building is proposed, analogous to the base of the administrative center.

 

The intervention in the existing open spaces is minimal yet highly effective: it creates a plaza for the administrative center and establishes a new, inviting address for citizens and staff. The area is designed as a shared space. Sidewalks are being restored to natural surfaces, and the existing trees are relocated to the green space in front of the neighboring administrative building.

 

The allocation of functional areas follows the needs of both citizens and employees. The citizen service is arranged around a multi-story hall in the base section, with product areas featuring higher visitor frequency located on the upper floors. The clear orientation of building functions makes it easier to find the different departments.
